Although people say Ann doesn’t have a huge supplementary character Arc post Kamoshidas palace, she has so many subtleties throughout the game that go so under the radar by the community. I love the scene in Futaba’s arc where she’s able to get her out the closest to give her the calling card. It was important that it was Ann who did that since she’s the only one who can sympathise with both victim blaming and understanding suicidal tendencies.

This relates to her arc - as with everyone, their Phantom Thief outfits are something born out of their consciousness. As a rookie model, a girl who matured into a more adult-like body earlier than her peers, and sadly, someone ogled at and molested by adults (not to mention the fact she's of mixed blood, which carries a whole set of implications in Japan), Ann's sexuality is placed outside of her control, even used against her, as Kamoshida makes no qualms about threatening her with Shiho by either not allowing her on the team or implying he'd switch to molesting her if Ann kept rejecting him.
When Ann rebels and awakens to her Persona, both the Persona and her outfit reflect the inner desire to be in control of her sexuality, so her costume is a latex outfit, and her Persona is Carmen, the protagonist of the eponymous novella, a woman who refuses to let herself be bound by other's choices.

i like this detail a lot. i always found it strange that after going thru an arc about not wanting her body to be sexualized, she ends up with a really sexualized phantom thief costume. While i still hold that criticism, i think things like this show her learning to be more comfortable in her own skin. to become more neutral with her relationship to her body. While she's still uncomfortable being perceived in a sexual way, it's still her body. And it isn't meant to be perceived in a sexual way just because thats the way society frames it. It just needs to be.
of course, thats just the way i read into it as someone who's had struggles with body dysmorphia lol

Morgana has confirmed the outfits are based on the user's image of what a rebel is. If a person imagines rebels as being, say, a nuisance or criminals, then it's obvious they won't like it. Ann probably had never experience a rebellious phase so this is why she was most uncomfortable similar to to how Makoto as well. That's why their outfits look so skin-tight.

I wouldn’t say it’s the entire point of her character, but I think one of Ann’s messages is that
Sexualizing yourself
and BEING sexualized by others, are two completely different things.
Maybe Ann didn’t like the suit at first because at the time it felt like wearing it was somehow validating the way kamoshida treated her.
