He was an E-8 Master Sgt. Not an E-9, he never completed the course work to retain the E-9 rank. He couldn't even keep his promise to complete the course work to be an E-9 even though the national guard allowed him to wear the rank with the promise to do the work. In addition to that, when he was governor he refused to deploy the national guard during the riots, say what was a bunch of 19 year old cooks going to do, referring to the army national guard. How disrespectful.
