Because most of the bridges are concrete bridges type and you would disrupt concrete cover layer by drilling holes into it causing corrosion of steel reinforcement which is the only memeber that holds the tension forces. On arches there are no tension forces so you can drill into it, but beleive me, the structure still foesnt like it.
