The reason because John didn't mention Arthur in RDR1 beyond the fact that they didn't plan it, it seems to me that this can also have a symbolic meaning. In certain conversations, such as with his family for example, in the Epilogue of RDR2, Jack and Abigail were talking about Arthur, where she herself says that John doesn't like to talk much about that, to which he himself affirms it. It is also said that John never forgets Arthur, he just does not mention him, because of everything he lived with him, he became ill, causing him to want to redeem himself and be a good person, to finally die saving his loved ones, including John. 2. I think I know the answer. So when John in rdr2 meets Mary Beth at the train station, he says this one line "I don't really talk much about Arthur anymore". That could explain why Arthur isn't mentioned in rdr1. Obviously rockstar hadn't though of Arthur when rdr1 was in the making but if we look at it story-wise, I think it's a good explanation.
