I think Maylene talks explicitily about being barefoot in the snow cause it's "Good training" only to sneeze from how cold she actually is. Reminds me also of the strange line Bea says when she loses in the Star tournament. She laments she wants to just run away barefoot.
Interestingly all the fighting type trainers and most gym leaders/E4 members are explicitly barefoot and seem to draw attention to it. Brawly even changes his tennis shoes for barefoot toe shoes. Though it seems from Gen 6 on the gym leaders do go for foot wear, but found that interesting how big a deal they make of it.

Hoothoot and Machop make sense. The first for observation and recon (especially useful during night time), the second for restraining the perpetrator. Two very useful Pokémon for a police officer.

I did know the snowpoint gym one, because of smallant(1 at the time). He did a no damage playthrough and because of hail, priority shenanigans he had to skip all trainers in the gyms.

The machamp line is probably just to help with detaining criminals and for self defence and the noctowl line is probably to keep eyes on an escaping criminal
