Без воды не стоит трамбовать, на сухую.

Заказчик барин. Как скажет так и делать, за его счёт.
Я бы щебень просто насыпал, трамбанул, по периметру засверлить арматуру и сетку кинуть и заливать. Никогда не просядет. Но это лично моё мнение.
