Sir Francis Walsingham, Queen Elizabeth I's principal secretary, indeed created one of the first dedicated intelligence networks in England during his service, which began in 1573. His espionage efforts played a crucial role in protecting the Protestant queen from internal and external threats, particularly from Catholic factions that sought to restore a Catholic monarch to the English throne.

Walsingham’s network extended across Europe, using informers and undercover agents to gather intelligence on enemies of the state. His agents specialized in intercepting and decoding messages, breaking seals without detection, and crafting secret correspondence. This expertise became vital during the Babington Plot of 1586, when Walsingham's spy network uncovered correspondence between Mary, Queen of Scots, and conspirators led by Anthony Babington.

Using the double agent Gilbert Gifford, Walsingham manipulated Mary into believing she could safely send and receive secret messages hidden in beer barrels. These letters revealed her consent to the assassination of Elizabeth. Armed with this evidence, Walsingham arrested Mary and the conspirators, leading to their eventual execution. This not only safeguarded Elizabeth’s reign but also solidified Walsingham’s legacy as one of history’s earliest masters of espionage.
