Looks like Peel 3D scanner. It's a "low cost" scanner from a well known brand in high end scanner: Creaform. They made a brand for lower cost model. The company is located in Quebec, Canada. The scanner kit cost around 10K$ and you need a pretty good laptop/computer with it to run smoothly.

I just can see how those dots provide enough data to rebuild that entire car. I'm looking at the dots on the rims....it perfectly recreated the rims, but there not enough dots to deduce the dimensions
