Im pretty sure its supposed to be used for running away unless they plan on adding a way to make it cause more damage. So the base drops shouldn't change just make fortune available maybe 4 more? Its supposed to a rare getaway tool no point in making it easy to get.

I really want more items that work like spells. We have the fire charge (boring, not useful in combat), the ender pearl, and now the wind charge. Being able to launch a shulker bullet of your own would be amazing.
