One (Umar) comes from occupied territories forcibly connected to Russia, while the other (Petr Yan) is from within Russia itself. Dagestan and Russia isn't same.
Dagestan was Country and then Russia Occupied Dagestan.
It's same like Palestine, now Israel Occupied Palestine but Palestinian Peoples who lives now Israel they are Palestinian and not from Israel, it's same Dagestan isn't Russia.
Here in comment many people know Geography but don't know history.

Merab is right here. Dagestan people are not Russian. It was independent throughout history. Russia came to Caucasus in 18th century. the region where Dagestan is located, was annexed by Russia in 1813, control over the area was completed in 1877. Dagestan people are not Slavic people, they are caucasians. They speak Russian as a second language, like many people in India speak English after Great Britain was there. It’s almost the same situation, with one difference. The world considers now Dagestan as part of Russia. That still doesn’t not make them Russians.
