Goes through a lot of different peoples hands when you start getting those older vehicles. Sometimes those people try doing things themselves or giving it to some hack mechanic. Start digging into them and you’ll notice a lot of scary stuff hah

I build VW/AUDI swap harnesses. Even up to the aux 13 style panel if you peel the factory harness back to the crimp points. They are heat crimped and bare copper with an adhesive tape covering it. The older ones have it also like you see in this. And they break the crimp from the panel or ignition switch where it feeds multiple power wires or grounds. And someone finds that is the break and just wraps it again.

Its just cause the fuse box is to over crowded .one sees all spaghetti and goes for the basic power and ground quick connection

VAG Tech here, NEVER seen this but my best guess is they just added lights or a stereo or something.
