It won't be one single thing that makes them happy, but here are some priorities:

Give them a playmate, preferably another budgie. Budgies are flock animals and really need the company of others like them to engage with.

Get as large a cage as you possible can, in terms of your budget and space. Inside the cage, allow room for flight by keeping an area empty of food dishes and toys - the budgies will love to fly from end to end.

Place a variety of toys in their cage, and don't be afraid to change them around from time to time. Rotate the toys to give brand new enjoyment. Give toys that allow for noise making, like bells - budgies love making noise! Give them preening toys sharing.Preening toys will keep them occupied for hours and they will essentially work on unravelling the rope threads. In any case, experiment with what your budgies like.

Food: supply your budgies with a variety of food. Find a pellet food recommended by your vet and use that as your base feed. Keep it at the highest part of your cage for feeding. It may not be the tastiest to budgies, compared to seed, but by keeping the pellet food bowls elevated you can encourage your birds to eat from there. Then go nuts with fresh veggies, sprouts, and only a little fruit, keep in the cage only a few hours to prevent mold. Give millet spray as a treat once a week. Hang an mineral and calcium block. Calcium block can also be a cuttlefish bone. Give dried herb, You can give seeds, but do so sparingly since they are high in fat. Lastly, get your birds drinking out of a bottle,The bottle allows the water to stay clean and prevents the birds from pooping in it.

On the topic of food, give your birds multiple food dishes. I do at least two per bird in the cage. This allows the more competitive bird to have a dish, while allowing the others to eat, without being bullied.

Perches: give a variety of sizes, textures and materials.mimics a branch in the wild, because it moves when the budgies jump on it. Discard the wooden dowel perches if they come with your cage. Those are all the same width and offer no variety to your birds feet. Buy separate wooden perches made of real branches with varying thicknesses. Give a few flat perches. Wrap vet wrap on some perches, again for giving different material to the budgies feet. Don't use a sandpaper perch, it will rub their feet raw.

Flight time: my vet recommends an hour a day of flight time. Please budgie proof the room, your home before allowing flight time. Make the kitchen off limits. Close bathroom doors. Don't leave any buckets of water around. Secure wires. Keep blinds drawn on your windows, so they don't crash bang into them. Alert family members that birds are flying about; if you have them flying in a closed room, put a sign on the door indicating this. Keep other pets, if you have them, secure!

Lastly, have a good time with them. Talk to them, get to know their personalities and tweak the life you're giving them in your home accordingly. Find out what kind of music they like and then play it for them. They’ll tell you by singing and making lots of noise!

To make it like you you can tame it, give it treats, teach it tricks, BUT NEVER NEVER EVER FORCE IT! If you force your budgie to do something it will be doing it against its will, which it will hate! For example: You want to take your budgie out of it’s cage, but it doesnt want to go out at the moment, what should you do?

A. Grab your budgie forcefully and pull it out.

or

B. Leave the cage and let the budgie stay where it wants to be.

or

C. Show it treats and gently lure it out.
