They probably deleted it bc it was the first hd gta game. Gta sa was the first gta have barbershop, car customizations etc. Soooooo.... Notice how gta sa was the 3rd 3d gta game. Gta 5 had barber shop, car customizations etc. the 2nd hd gta. My guess is rockstar didn't wanna overwhelm themselves bc making a 3d GTA game was already enough hard work
