I heard this from a mod dev comment on a vid like this. Apparently Minecraft uses data values for mobs and weapons. Regular mobs that spawn in default textures have low values, sheep having around 200 value. Any dyed sheep have higher values due to changes in their wool color(different from default texture). Dyed sheep have almost 300 data value. With this formula, wolves will attack the sheep with the highest data values first.

Guys, Iโve tested it and whichever one you spawn first is which one the dog attacks. Try it out for yourself. Place a white sheep and then a black sheep and see where it goes. Same with the skeleton and wither skeleton.
