My mom is a darker skinned Filipino. However, I've never heard of darker Filipinos being discriminated against. It's just that the prevailing standard of beauty is lighter skin. This is a holdover from being a colony of Spain and then a colony of the U.S. They don't look down on being darker...they just celebrate lighter skin the way that North Americans celebrate youth. We don't hate older people in the U.S., we just favor youth in our music & media stars, actors etc. It's the same principle in the Philippines...a majority of the people on TV are lighter skinned. My mom went back to the Philippines after being absent for many years. All of her relatives kept pinching her skin because she had "lightened" after being in the USA for so long. Filipinos are known for being very welcoming and gracious to visitors no matter what they look like and Filipinos happen to be some of the darkest people in Asia.
