If ALL the resistors read wrong then perhaps you should check the calibration of your meter.
All meters should be calibrated yearly.

Did you use that lcr meter as your tool to measure those resistors? If so you should know they are not that precise.

Also these resistors might have been spec'd as low temp coefficient ones and that's perhaps the reason for the hermetic seal, to not let the moisture in. If you have a 4,5 digit multimeter or better you can test one while measuring it and increasing the temperature with a hair dryer.
Maybe a normal multimeter would be good enough too to measure the difference if they had a bad temp co.

You probably got then BECAUSE they were out of spec. Otherwise they would have likely been used by the military for the purpose they were custom made.. Your source? Surplus or similar? Guessing not Military First Run Distributor.

Looks like the markings were hand painted on..
How do you find all these backgrounds on all these parts? I mean with all the companies being bought split, sold again and again. I expect finding 60yr old paper records from really old stuff is easier then 30 year old digital records too.
