The reason that they could not let the iPad 10 use the Apple Pencil Gen 2 is because the camera had been moved up to horizontal position, taking up the space needed to install the necessary electricals to magnetically charge the Apple Pencil 2.
As for which one I would pick, I would surely pick the iPad Air 5 as it is more bang for the buck as its display is laminated, it has the M1 chip, and it supports Apple Pencil 2 for not much more money. I feel that it has more value for money.
However, I do understand your dilemma. For starters, the iPad 10 is newer, and it also has the new Magic Keyboard Folio with function keys, and it has received a huge upgrade over the iPad 9. Nevertheless, if I were you, I would go for the iPad Air 5 for iPad Pro performance in a cheaper package than the full-blown model.
