Just going to point out to all the comments that are lacking the context:
MSC was issued a time penalty for overtaking a car under a yellow flag zone. Note that this was done contrary to the advice of the race director, who wanted it examined after race end due to a lack of sufficient evidence available at that point in time (all they had was an unsigned written report from a Marshal)
Based on the regulations of the time, the stewards have 25 minutes from the time of the decision being made to inform the team in question. Not only did this not happen (they informed Ferrari of the decision 31 minutes after the fact), but they also failed to inform the race director, who thus was unable to inform teams of the penalty through the timing screens.
Because the decision was handed down to Ferrari through a handwritten note, it was unclear as to whether it specified 57.c (stop-go) or 57.e (10-second time penalty). Ferrari had only two laps left to do it and thus had Michael serve the stop-go on the final tour.
After the race, the stewards attempted to apply a 10-second time penalty to MSC anyways as that was the intended penalty, but as that penalty was at the time ONLY admissible for infractions that occur during the last 12 laps of a Grand Prix, it was also unenforceable as per the regulations.
Essentially, the stewards bungled the whole situation so badly that they failed to enforce a time penalty on MSC twice for a single incident.
