Commonly referred to as the COSHH symbols, these symbols are actually from The Classification, Labelling and Packaging (CLP) Regulation.
The Classification, Labelling and Packaging (CLP) Regulation ((EC) No 1272/2008) aligns with the United Nations’ Globally Harmonised System (GHS) and aims to maintain a high level of health and environmental protection while facilitating the free movement of substances, mixtures, and articles.
CLP amended the Dangerous Substances Directive (67/548/EEC (DSD)), the Dangerous Preparations Directive (1999/45/EC (DPD)), and Regulation (EC) No 1907/2006 (REACH). Since 1 June 2015, it has been the sole legislation governing classification and labelling of substances and mixtures within the EU.
CLP is binding across Member States and applies directly to all industrial sectors. Manufacturers, importers, or downstream users must classify, label, and package hazardous chemicals appropriately before market placement. This requirement remains unchanged despite the UK's exit from the EU, as it persists under the GB CLP Regulation.
Compared to the former classification system (CHiP Regulations), CLP employs more rigorous methods for classifying products containing corrosive or irritant substances. Consequently, a greater number of cleaning products are classified and labelled as hazardous, with lower threshold concentrations and an 'additivity' approach for calculating percentage concentrations of hazardous substances in mixtures.
This adjustment in classification does not indicate that the chemical product is inherently more or less hazardous than under the previous regime. For instance, certain cleaning products may now bear hazardous labels due to their potential eye contact risks.
