I disagree because: Massacre of Thessalonica. I know he felt bad about it after but still. The Edict of Thessaloniki was discriminatory against pagans, jews and arians, which further divided rome Should've pushed harder to make Stilicho his heir, would've helped keep Rome alive. Was too lenient with the Goths, but I'll admit letting them settle in Illyria was a good idea
