The scene is extremely ironic. On the one hand, the Mongolian government is accepting its international demotion as a country that does not deserve to be on the ICC; Mongolia has chosen to host a criminal rather than maintain respectability. On the other hand, a toxic criminal dictator, willing to disrespect international legal institutions and desperate to be seen as a statesman, does not care about the reputation of his host country as long as Mongolia guarantees that he will not be arrested. He knows that fewer and fewer people in his own country see him as a statesman, and more and more people see his travels with assurances that he will not be arrested as a humiliation. They see him as an embarrassment, and the false pomp of his travels only adds to the sense of ridicule. Of course, his toxicity tarnishes his host countries, and it further tarnishes his international standing. He is in a dead end from which there is no escape, no matter what he thinks, his travels show otherwise.
