The art in web comic is horrible but the writing is top tier. I'll even say at times the writing in the web comic is better than the manga. Tatsumaki's big battle in the manga was great but I can reread the web comic Saitama vs Garou fight over and over again. I'm not gonna lie the manga version had me questioning things and it just didn't hit for me. I know that's blasphemous to say because everyone seems to love it but I just liked the comic more. I think the writing of the characters in the comic was better and the speech at the end between Saitama and Garou perfectly represented both characters and their views in such a short time span

The manga might have better art (don't get me wrong Murata is an absolute god) but ONE is the OG, he made this whole thing happen and he's still behind the story.
