Earthing to nutral voltage should be kept zero but practically its impossible .if difference is more then 3 voltage then its a problem of your wiring or problem of insulation resistance or problem from supply company. If voltage difference is more than 3volt then your impedance value is high and mcb/fuse will not operate in fault condition.

Because of the resistance of the resistance of the neutral wire when there is a current draw there comes a potential drop across the wire
if both the ground and neutral are connected to each other in the fuse panel this creates a potential difference across both the wire and by no means this is free energy because you'll have to pay for it anyways

If there is fuse in neutral line and in case fuse is blown or neutral is open, then possibility of major accident.
Do not try this at home.
