To me it sounds like the Army asked the Navy if they could keep these ships floating in the case of a war. The Navy probably said that they'd have their hands full keeping their own ships floating in case of a war with China... so the Army brass had to figure out a plan B.

The army has its own ships for transport but they don't have their own subs, specifically attack subs to keep unfriendly subs away.

The effectiveness of these drone vessels in the Black Sea is the reason that they are contemplating having any larger vessels without appropriate sensors and protection to prevent drones from taking down a multi-million dollar vessel with something that costs thousands of dollars

Sounds like the army is developing the plan of the Japanese military in the 1930s. Is so far as scattering forces on small islands. Or they will either not need large lift ability or can just commandeer what they need.
It would be interesting to know what is being considered for the US role and world conditions in the years ahead.

How about the army just bring back the merchant marines and pay naturalized citizens and retired military big money to deliver our recyclables for free to third world countries so they can make our plastic bags and bottles and paper boxes 😂
