I think some others could outskill Naruto in terms of pure skill.
I would say Bali & Yujiro are better, Jin Mori, or others but that's the ones i have in mind but i know there are some characters who are better skilled than Naruto, that doesn't mean he is not skilled, he is a very good fighter.

Im actually glad they introduced ninjutsu absorbtion for so many characters and made it more taijutsu focused for boruto.
