Bad urban planning? It's a complete lack of planning that's the problem. No site assessment to see if the ground needs reinforcement, no drainage installed. They just show up and slap down concrete and start building.
I'd say no modern advanced nation does it that way, except for the fact that treatise going back to Ancient Rome and Greece discuss the proper way to do site planning. People two thousands years ago knew better than this!
