If it was a precious metal, it was commonplace among ancient coins for people to withhold or scavenge value by clipping coins. But I agree, it is more likely a token with its shape waacintended to distinguish it from a coin, given that it is bronze.

I remember an older gentleman in the nursing home,, telling me a story that he heard when he was a child about a school that clipped coins for the blind and failing eyesight, I don’t know how true it is. It’s all hearsay, the more of the clippings, the higher the currency

They cut the sides to get metal clippings, that is why we have ridges on coins these days, but the cuts are way to deep, so it would make sense why this is more on a token than a person trying to collect metal

It’s possibly a love token, under British rule, defacing the King, or Queen‘s image was considered treason and punishable by death. Defacing a coin and giving it to your love interest was the ultimate gift, if she threw it away, then she wasn’t interested.
