Cast in place or chemically bonded anchors would be better in a foundation wall.
Expansion anchors are stress risers.

Anchor bolts should always be cast into the foundation, it's infinitely stronger and a better Construction.

Wood should be treated against moisture. The screws hole in the lining will let moisture go through . Why not use asphalt role instead!
