There is an actual reason to Yoshi not be able to eat the dolphins in the SNES version. Most likely there was a dolphin hunt season open somewhere in the world (pretty sure it was Australia) and Nintendo of America didn't wanted to promote it.

Hey Nico the reason this happens is because in the English SNES release this has been coded so that Yoshi cannot eat a dolphin. However in its original release in Japan on the SFC it had the code for him to eat dolphins. This means it can only be done in the Japanese release of the game and other PAL releases, not in the US and other NTSC releases of the game.

Actually, he could eat dolphins in the original japanese one too. I guess they just didnt bother to change it in the GBS version.
