To me Microsoft was horrible security wise for a long time in the beginning. But for years they worked on getting so much better. That said this year has NOT been their year.
Yes it was the delay in starting to do what needed to be done not how long it is taking them.
They are fully aware of compliance and timelines before using certain words and definitely would have used this to their advantage.
However I think it is wrong to refuse to admit that there is a problem (that they were made aware of previously) until they got caught.
