Qin is keeping the rest of the 6GGs for bigger events. They only need 1 to take Han, and Tou is that person. Quite frankly any of the remaining 6GGs would win the current battle at Eitei
Ousen would have the most trouble now that he has no generals, so perhaps he's the only one who can't win now...But as the greatest noble family in China, I reckon he's gonna pull a RBK and whip out some more goated generals for the future.
Also, Qin doesn't NEED to send out more GGs, as Zhao literally can't do anything right now with its political climate, add to that the loss in manpower meaning that they need to start making money for the kingdom again. Wei is too busy securing Juuko lands to effectively help Han, and Chu is being held off by Moubu.
All that to say that Qin doesn't need to use Yotanwa or Ousen for Han, and if they can keep raising the next generation of generals, then that's all the better for them
