It was 100% Latias. She might requested Bianca to do so or Bianca might have done so herself and she took it and delivered it. That is why the whole exchange is non verbal.

I like 98% sure it was Bianca who kissed Ash because if you look close enough when she picks up the picture of Ash and Pikachu from the painters tripod you can see Bianca's hat hanging off it showing she wasnt wearing it at the time then there is the fact that Latias was seen comeing back into the city with another Latios after Ash, Misty, and Brock had alreay left

-We get shown on purpose that Bianca left her hat behind. So that has to be in there for a reason right?
- The girl was visibly somewhat out of breath before the kiss after a short run to catch up the Ash and company which is something that latias never showed previously after being chased multiple times in the movie.
- The song before the kiss is called Canon(music) which is similar and pronounced the same as Bianca's Japanese name of Kanon(sound of flower)
