Tower was closed, airfield was still open, FAA rules state that it’s an uncontrolled airfield and clearance isn’t needed to land there. The pilot was communicating his requirement, the tower communicated that they were closed and indicated the airfield was clear to land. Simple as that, no violations here, no phone calls.

The pilot is actually completely in the right here. The atc says the tower is closed not the airport and that distinction is important. You can still land at an airport when the tower is closed and many airports dont even have towers.

That was basically the guy in the tower making sure his ass is safe if something goes wrong with the landing. But between the lines he is telling the pilot if he really wants to land then 1 3 right is "free" but he can not give any clearance to land there.
