This happens on ps4 controllers as well, if you connected your personal controller to a friend’s system and try to sync it back up to your system, you need a certain cable like mick said.

I had this problem for a while but I found a work around, it you have a Charging stand, place the controller on the Charging stand that’s connected to the Xbox then press the Xbox controller on 👌
