I dumbed down my "resume" a few decades ago to get a job at Popeyes because the market was down for newly graduated chemists. Once they found out I had a BS they wanted to promote me to management (which would have meant more hours, less flexibility, essentially lower pay per hour).
Other than that period of time, I haven't dumbed down my resume because I knew what I had and it fit in with where I wanted to go.
In that specific situation, I think I made the right decision to not list BS degree. I needed the money to feed my family. Exception proving the rule.
