This is why some McDonald's in America sells the toy separate.
When I worked at McDonald's, adults would just ask for the toy and we'll just ring them up at .99¢. They get the toy they want without wasting the food.

This happened decades ago in America, with the McDonald's teeny beanie babies and the solution was to sell the toys by themselves so people were quite wasting the food.
