The thing is Bill is from a higher dimension, so if your from a higher dimension than the dimension you are in you are basically omnipotent, because ya know we can make 2d anime characters as powerful as we want or as weak as we want. So Acreus and Bill Cipher probably both omnipotent but Bill is not omniscient like Acreus so Acreus probably wins even though I dont know a single sentence of pokemon lore

In Pokémon, all Arceus shown are avatars. Outside of the anime, Arceus' avatars are always H1-A. I don't remember if it was in the manga or the game that there is a phrase that refers to Giratina as being above Palkia and Dialga. Palkia is the concept of space and Dialga is the concept of time. If Giratina is above these two, he is not dimensionalized. So he is 1-A. Arceus is infinitely above him, as shown in the game and manga, so he is H1-A. This did not refer to Arceus' true form. The true form is known as the Original Spirit, it was he who created the Pokémon's entire existence.

This is how powerful bill is. We know that Bill's quantum uncertainity works the same way as quantum superposition as he says it's like schrodinger's cat. "The wave function is an Infinite dimensional hilbert space, so schrodinger's cat is a superposition of infinite dimension". This already makes bill HIDH-hyperarsal.
