Bengali can mean Indian too…I havent watched the vid yet but Bengali is one of the many identities (ethnic) in India. There are many Bengali people that live in my state of Uttarakhand which is nowhere close to West Bengal or Bangladesh!

Algeria did the same. They got rid of French as an official language and added tamazight (the language of the Indigenous people of Algeria and other NA countries). FYI:The guy who invented this dish was from Bangladesh (Not India)who's name is Ali Ahmed Aslam in 1970 in Scotland ,Glasgow .He also has his own restaurant in Glasgow which goes by the name of "shish Mahal".(Best Chicken tikka masala in the world)
