the same stylistic choice carries itself to maware penguindrum too! both directed by ikuhara whos an absolute genius, I know people point it out as a silly thing but its an absolutely amazing way to emphasize the importance of the main characters, since maware also focuses on themes of relations between people (all of the characters who are not still images are all related to each other) and I really love it.

We never even see any background characters since the show is from araragi's perspective and he is completely indifferent to their existence. It's so pov, that in tense moments, the screen literally goes black when he blinks.

Durarara did this too.
One part that stands out to me happpens during the begining of the first episode. The MC bumped into a random character in the subway, and suddenly, that character became coloured and detailed -- an NPC becoming a character of interest.

Durarara also did this with having background people completely grayed out, only characters that Izaya involved in his little play/story for God/the audience got to have colour and also colourcoding some background characters to indicate what “gang” they were a part of. Durarara was such a masterpiece

Ikuhara (Sarazanmai's director) already did the "background people as stick figures" thing before, in Mawaru Penguindrum. However, he didn't use that trick in Yuri Kuma Arashi, and that's the anime he made between Penguindrum and Sarazanmai.
So no, I don't think it's just a "trick" to be lazy/save money.

This is what I did on my project when I was on highschool. I choose manga/comic than designing/making doll dress, calligraphy or dancing. There was a scene where the characters are walking on busy pedestrial road. It was a pain drawing background people, so I just draw white silhouette of people. 😅

Oyasumi Punpun, which is not an anime, did something similar. So did Koe no Katachi. Its always so interesting, Especially if we see the background slowly expand.

Imagine they animate the process of getting to know someone, starting with the stick figure getting a basic smiley face, but then slowly becoming more detailed the more the main character interacts with them.

I remember when Lucky Star did this. Every important character was designed fully but the background characters, if they weren’t the focus, were these blue people.
