Just an idea because we make those every year: its much easier to glue them first( in an upside down T shape with the closed part of the bag on the bottom. Then you can draw your shape on and cut them all at the same time. Its so much easier and quicker that way!

If its paper can't you use a cooked starch-water mix as glue? I saw that for cardboard before.
I'm also really surprised that youre using hot glueπ
ive been shying away from buying hot glue bc it's always plastic or is there an eco friendly alternative
