Set shadows and reflections to medium. Then mirror quality, tree quality, and volumetric settings, to high. Then set water physics to 3/4, and use Vulkan, because Vulkan performs better than DX12. Then set everything else to the MAXIMUM quality setting (excluding anti aliasing). Do this, and you will have the EXACT SAME visual quality as maxing out all details, without the huge performance loss. In fact, it often looks better than maxing everything out. Also, in your graphics driver settings, set resolution scaling to 80% for RDR2. This will give even more FPS with almost zero drop in visual quality. Do not use RDR2's in-game resolution scale. It looks much worse, and doesn't run as well as your GPU driver setting.

These are optimized settings, pretty much identical to max settings just cut off all the useless stuff like raymarched res and fsssao.
Anisotropic Filtering: 16x
Shadow Quality: High / Ultra
Far Shadows: Ultra
Soft Shadows: Off / Ultra (the performance hit is barely there and some people prefer the look of the game with this off so play around with it.)
Long Shadows: On
Grass Shadows: Ultra
Ambient Occlusion: High
Full Res SSAO: Off
Lighting Quality: Medium / High
Global Illumination: UltraNear Volumetric Res: Medium
Far Volumetric Res: Ultra
Volumetric Lighting: Ultra
Reymarched res: Off
Reflection Quality: Medium
Reflection MSAA: Off
Mirror Quality: Ultra
Grass LOD: 5/10 or 6/10
Tree Quality: Ultra
Tree Tesselation: Please no
Water Refraction: Medium
Water Reflection: Medium
Water Physics: 2/4
Particle Quality: Medium / High
Particle Lighting: Medium / High
Decal Quality: Ultra
Fur Quality: Medium (High looks good but for how demanding it is for something you won't notice much it isn't worth the performance hit)
Upscaling: Use whatever
Antialiasing: TAA high recommended or MSAA if you've got a beefy PC, personally don't like how fxaa looks in this game.
