It does drive me crazy! The "But First" person is trying to pad their script with extra words to waste our time. The "But First" person is trying to increase their viewing time per video with other content.

It reminds me of a writing technique: draw in the reader, then go back to how it all started.
It’s been used in TV shows - even the most recent Dr Who Special (5) - and it can be a great device if used well.
However, I imagine that a viewer who found the channel while scrolling may not appreciate the bait-and-switch. It can come across as dishonest and/or unprofessional.
And, to doom scrollers? Luring them in with something juicy and then taking a coffee break seems disingenuous and bad business practice.
