Edit: to be clear, all teslas use normal hydraulics for the brakes, they are not brake by wire. Regen, the second form of braking, uses the motor inverters and the high voltage battery to slow you down, and the ebrake is a motor on the rear brakes calipers that forces them to close. This form of parking brake is common on many cars and not Tesla specific. You would have to lose low voltage, high voltage, and hydraulics in order to not be able to brake. Basically the entire car would have to break simultaneously. This video is user error, end of story.

If this ever happens to you on a highway, get to a low speed (>30 MPH) and then slowly position your right wheels over the shoulder rumble strip. You may need need to countersteer as the friction will pull actually pull you closer to the shoulder, but this friction should bring you to a low enough speed to pull on the shoulder and attempt to stop. Engage parking brakes when under 5 MPH.

If Teslas have the gear stick you can slowly try moving it to N to get the break unstuck or slowly turn on the emergency break to unstuck the break.
For what I know this only works when you have the gear stick and emergency break handle.
Ik some cars have a button for an emergency break and I have no idea for you guys.
