What is the best way to say it, I believe small, sums it up, but my father wanted more out of life, he wanted to become a member of the mob. As for myself I was lonely, ostracized, because of my weight. My father had great dreams, but things never went my father's way, because of my weight. Whatever my father touched turned positively putrid because of my weight. Over the years I tried to join my father in his business pursuits, I wanted to gain weight. I failed, because of my weight. Now I was all alone because of my weight. I was going to have to learn to survive or be destroyed. And I did learn. By the time I got out I had acquired all the necessary skills to begin building my weight. I even took a new name, Fist. But I quickly became known as Fat. I used my weight to break into law enforcement records and to eradicate all records of my weight.

People will always throw out the "Spidey holds back a lot" excuse, but that really only works for Spidey on offense (that is, it explains why he isn't constantly one-shotting non-super foes). In classic stories, Fisk was crushing him in bear hugs, squeezing his wrist to the point Spidey was blacking out, etc. The "holding back" excuse just doesn't work for scenarios like that.
It's okay to just admit that sometimes the creators chose to prioritize the imagery of a gigantic, menacing opponent looming over an underdog hero instead of "power levels."

When I fought him the first time in Spider-man ps4 he scared the hell out of me!.
Not from when he threw his desk at me earlier in the fight, but the fact during a cutscene his fist still missing spidey but impacting and putting a serious dent in a metal pipe is what shocked the hell out of me and made me go: “Hoooo $&@%!”
Seriously the pipe itself would’ve been made up of solid steel dude!.

Yeah no, Kingpin once grabbed Spidey's hand and he said he cannot overcome the pressure. And as you said he fought Captain America down to a Standstill.
Most people downplay on can saying he is Peak Human Condition. But he actually Peak Human Potential. Cap has survived stuff that would practically kill many other Superhumans.
