The only time I've ever had that issue with a small engine is when the float needs adjusted. I have a Suzuki 230 that I spent all day on finding the sweet spot for the float so it would stop flooding the cylinder

Sounds like the float is sticking. If it's rebuilt, try tapping on the bowl with a socket extension. Otherwise it may have trash in the fuel needle/seat.

Had similar issues with a xr80 but our problems was that the float was bent so it would flood everything and cause issues.
