Shooting is skill based that is completely different from anything to do with body composition

A competition of shooting is not comparable to running or swimming or other Olympic sports. A man and a women are not equal stop pretending like we are . Men are better at somethings and women are better at other things. Men are also on average taller and physically stronger compared to women. There’s nothing wrong with admitting your short comings. So saying it’s because men don’t like to lose is nonsense, and no one likes to lose

A few years ago, I actually got a chance to talk to Lanny Bassham about this. He said it was "bullshit" that duplicate Gold Medals weren't awarded.
Also worth noting that he and a few other international shooters from that era that I know all say that the competition was segregated because (mostly) European men started getting sick of losing to women.
