It actually makes sense. If haki is based of the will of the person then as the persons will strengthens/weakens so does their haki, to a point it is lost or strengthened.

They were equal in strength, but.... Moria, like ha said, chose the lazy path. Saying "i'll be the king of the pirates without lifting a figner! " on the other hand, kaido worked hard, so he surpassed him easily.

Even though this is A Younger Kaido he still was powerful. Prime Moria was in prime physical state and definitely had haki mastery to keep up. He lost all that when he lost to Kaido though and went into a depression. His lost for his ambition changed his lifestyle to where he see it in Pre TS and in OP lack in your ambitions, goals, and will results in decrease in haki and someone’s appearance when they are older
