While Nintendo doesn’t have the GREATEST specs, they focus on making their games more better. So I would say it probably would be Nintendo.

Tbh yeah this video does make good points with Vita games being the og until companies like Nintendo and Valve ports it over to PC and Switch I mean with the fact most DS/3DS games are based around a system that's underpowered with hardware and even if it is still good enough to run some stuff via emulation also with the 2 screen mechanic which is a pain to cross over from a console with 2 screens to a console with 1 screen which makes it understandable why they would borrow games from a console which utilised one screen and had better hardware to run the games

Saved money from my first job to buy a PS Vita when it came out. Then, Sony did NOTHING with it. I was mad about it for a while, but then I just sold it and bought a new DS or something I don’t even remember. But the Vita was a horrible experience.

The Vita was ahead of its time. The Switch is behind the times in terms of specs and sustains itself on Nintendo's first-party exclusive franchises that the fans gobble up regardless of quality.

You do know why ports exist right? It’s 1. For accessibility and 2. Because the games sold well for that console. Also vita can’t compare sales wise with Pokémon. You know, the highest grossing media franchise co-owned by Nintendo and just so happens to be an RPG

Ps vita vs the Wii U is probably a more accurate comparison lol. All consoles port all the old games they can. Iv never seen someone say they port ps handheld games a lot more than any other old titles from their own first party.
