If you are driving on the left lane within the speed limit and the car on the middle lane is slow, you just continue driving, and you will pass it. It is legal. What is illegal is to move to the left lane specifically to undertake a car.

When driving along a three-lane motorway, rule 264 of the Highway Code states:
“You should always drive in the left-hand lane when the road ahead is clear.
If you are overtaking a number of slow-moving vehicles, you should return to the left-hand lane as soon as you are safely past.”
It is also illegal to do this and can come with a 3 point penalty and £100 fine.
What the bmw driver did was wrong, however it would not had happened had the silver car been in lane 1 rather than hogging the middle lane

While what the silver car did was dangerous. Sitting in the middle lane clearly under the speed limit is also an issue. There is no rules aganist undertaking it is Advised to avoid it. But sitting in a lane not overtaking is very much aganist the highway code.

Undertaking in an unsafe manner is illegal, undertaking in general if the traffic in the left lane is moving faster than that of other lanes isn’t it’s highly advised against though as people may move in without checking mirrors

Driving behaviour like this is caused by people sat in the middle lane for no reason. It doesn’t justify driving dangerously. But that is the cause.
