Much more competent... I mean, technically Team Neo Plasma did more than Team Rocket, and it's STILL a low bar considering how they all have such grandiose plans and they all fail thanks to a bunch of kids ages 10-17. Not even the adults, just kids.

Rocket couldnt even take over a town in johto for a whole day while team plasma were straight catching bodies.
Team rocket is useless enough the league dont even care to stop them cause a child is good enough.
